Nicole Oxley

Founder & CEO

Dr. Nicole Oxley (PMP, CQM, CQA) has over 25 years’ experience in management theory and application, providing leadership training, executive coaching, and assisting senior leaders in the development of a systems approach to operating their organizations. Dr. Oxley founded Oxley Enterprises, Inc. in 1999 after separating from the United States Air Force as a Communications Officer. Dr. Oxley is sought by leaders in the IT industry for consulting and program management expertise through the use of tools and techniques grounded in project, process, performance, and quality management and information technology best practices. Dr. Oxley was an Adjunct Professor with the University of Mary Washington, University of Richmond, and Park University. Her research was presented at national Psychology conferences and can be found in academic and military journals. She presented at the Project Management Institute’s North American Global Congress on Achieving Excellence in Capital Asset Planning and the North American Latin American Global Congress on Creative Project Team Thinking. She provided Systems Thinking at OPM’s Eastern Management Development Center’s New Managers Course.

Amanda Pittman, CPA

Senior Vice President Finance, Human Resources, and Administration

Amanda Pittman, a Certified Public Accountant, has over 25 years’ experience in finance and accounting. Ms. Pittman directly oversees Oxley Enterprises, Inc.’s strategic finance, accounting, human resources, recruiting, cost proposals, and other administrative functions. She previously planned, organized, administered, and supervised audits and other accounting services for a variety of clients in the private and public sectors including not-for-profit organizations, local governments, government contractors, private corporations and 401(k) plans. She evaluated and consulted clients on key methodologies in several areas of accounting and internal controls. She assisted organizations in preparing policies and procedures. She is a Leadership Fredericksburg Alumni and has served on boards for many local volunteer organizations to include the inaugural board of the Safe Harbor Child Advocacy Center.


Ronald Allen

Vice President Business Development and Capture

Ronald Allen served 6 years active duty in the United States Marine Corps, followed by 22 years as a defense contractor supporting our armed forces. He is skilled in Business Development, Capture Management, Solution Architect, Modeling and Simulations, Network Engineering, Requirements and Gap Analysis, Government, DoD, and Distributed Missions Operations.
