Dr. Nicole Oxley founded Oxley Enterprises® Inc. (Oxley) in 1999 building on the knowledge and experience as a Director of Quality and a Communications Officer in the United States Air Force.

President and Chief Executive Officer (CEO)

Dr. Nicole Oxley has over 30 years’ experience in management theory and application, providing leadership training, executive coaching, and assisting senior leaders in the development of a systems approach to operating their organizations. Dr. Oxley is a recipient of the 2021 and 2022 Fed Health IT Top 100 award.

Dr. Oxley holds a Ph.D in Industrial/Organizational Psychology, a Doctorate in Business Administration in Management and Human Resources, and a MS in Behavioral Sciences. She is a Program Management Institute (PMI) Program Management Professional (PMP). She is an American Society for Quality Certified Quality Manager and Certified Quality Auditor. She is a Certified Associate for Capability Maturity Model Integration (CMMI). She has a Foundation Certification in the Information Technology Infrastructure Library (ITIL). She is Meyers-Briggs Type Indicator Qualified.

Dr. Oxley has provided program and project management for large scale programs. She developed and led the schedule to transition four (4) data center standups and relocations for $56.5M ASP hosting services of the U.S. Army General Fund Enterprise Business System (GFEBS) Program. She was the Program Manager for the Enterprise Services Delivery Team that created high-quality deliverables based on best practices in ITIL Service Management for implementation of the IT strategy and governance for the $300M Command Communications Survivability Program (CCSP).

Dr. Oxley is sought by leaders in the IT industry for consulting and program management expertise through the use of tools and techniques grounded in project, process, performance, and quality management and information technology best practices. Dr. Oxley has served the Baldrige Performance Excellence Programs for over 25 years in various roles and levels of the program. Dr. Oxley was an Adjunct Professor with the University of Mary Washington, University of Richmond, and Park University. Her research was presented at national Psychology conferences and can be found in academic and military journals. She presented at the Project Management Institute’s North American Global Congress on Achieving Excellence in Capital Asset Planning and the North American Latin American Global Congress on Creative Project Team Thinking. She provided Systems Thinking at the Office of Personnel Management (OPM’s) Eastern Management Development Center’s New Managers Course. Dr. Oxley served as a Communications Officer in the United States Air Force.
